The Photo and Video Award themed “Technology with heart” was first launched in 2024 by the Vietnam News Agency (VNA) and the Military Industry and Telecoms Group (Viettel). The Award left a strong impression on the public and industry professionals with valuable works, honouring the vital contributions of technology while spreading beautiful images and meaningful stories that showcase how technology brings a better life.

Building on the success of the inaugural edition and practically implementing the Politburo’s Resolution No. 57-NQ/TW dated December 22, 2024 on breakthroughs in the development of science, technology, innovation, and national digital transformation, VNA and Viettel jointly launch the second edition of the Photo and Video Award “Technology with heart”.

1. Theme : Vietnamese Creativity – Path to Prosperity

2. Significance:
- Promote and inspire creativity and ignite pride in groundbreaking technological achievements that contribute to the development of Vietnam and its people with transformative changes across various areas and regions, towards the 80th anniversary of National Day of the Socialist Republic of Vietnam and the 40th anniversary of the country’s Doi Moi (renewal) process.
- Popularise technological solutions that transform all aspects of social life and elevate the country’s global position, thus expressing the love for and gratitude to the homeland and the nation.
- Create positive media effects in promoting the image and brand of VNA on the occasion of the 80th anniversary (September 15, 1945 – 2025) of the main national multimedia news agency and Viettel - a group pioneering in technology and industry, driving digital transformation and shaping a digital society in Vietnam.

3. Content:
- The entries should reflect:
+ Technology and production development: Creating breakthroughs, improving productivity and product quality, reducing costs, and boosting national competitiveness to usher Vietnam into a new era.
+ Technology and daily life: Demonstrating how technology helps people live in harmony with nature, develop production, eradicate hunger and reduce poverty, generate wealth and improve life quality; all people get access to and experience digital solutions, including digital culture and digital entertainment, to lead a happier life.
+ Technology and connectivity: Illustrating technology as a borderless means of connection that fosters cultural exchanges between regions and nations.
+ Technology and digital transformation: Digital solutions and national digital transformation achievements: Digital government, digital economy, and digital society.
+ Technology and cybersecurity: Portraying technology as the "steel shield" to safeguard cybersecurity amid the country’s vigorous push towards digital transformation.

4. Author of entry: Vietnamese citizens both in and outside Vietnam
(Officials and staff of Viettel, members of the Organising Committee and Jury Panel are not eligible for the contest).

5. Timeline:
All submitted entries are created from May 1, 2024 to June 30, 2025 and they have not won awards in other photo or video clip contests.
Launch ceremony: February 2025.
Submission period: From the launch date to the end of June 30, 2025.
Award and closing ceremonny: scheduled for August 2025.

6. Entries:
6.1. Photo entries:
- Submissions can be either single photos or photo series.
- Authors are fully responsible for the copyright of their entries when being submitted to the Award. The Organising Committee will not be held liable for any disputes related to the copyright. The Organising Committee reserves the right to disqualify any entries that violate the contest’s regulations either before, during, or after the contest.
- Submitted photos can be taken with professional equipment or mobile phones.
- Submitted photos can be in colour or black and white.
- Each author can submit an unlimited number of entries (both single photos and photo series). Only one name per the Identity Card or Citizen Identification Card is allowed.
+ Single photo: Each photo is considered a separate entry.
+ Photo series: Each series is considered one entry and must contain 5-8 photos with a brief description (maximum 150 words). Photos in the series must be numbered from 1 to 8. Submission guidelines will be provided on the contest’s website.
+ In case both single photos and photo series are submitted, the single photos must not overlap with any in the photo series.
- Photos must be taken using realistic methods. Adjustments to lighting are allowed, but any form of photo manipulation, such as adding, removing, or altering details that distort reality, is strictly prohibited. If necessary, the Organising Committee may request the original file for verification.
- Image quality requirements: Digital image files must be in JPG format, with a minimum size of 3MB and a resolution of 300dpi.
- Photos with overlaid information such as names, watermarks, location stamps, borders or frames will be disqualified.

6.2. Video entries:
- Maximum duration is 90 seconds.
- Entries can be in the form of mutex (with or without lyrics, subtitles).
- Entries can be recorded using professional equipment, drones, cameras, smartphones, tablets, ect., in either portrait or landscape format.
- Entries can be with original sound, with Vietnamese or English subtitles.
- For music or sound effects, copyright must bevsecured (can use free music libraries from YouTube, Facebook, TikTok, or other free music websites). The Organising Committee encourages entries with full copyright clearance for both visuals and audio.
- Content should be concise, easy to understand, with clear messaging and impact on viewers. It must stay on topic with creative storytelling and technical production.
- Entries must not violate traditional customs, contain negative political, religious and cultural contents, or violate intellectual property, copyrights, related rights, and legal regulations.
- Each author can submit unlimited video entries but must use their ID or Citizen Identification Cards.
- Entries should be in .mp4 format, with HD-720p as the minimum quality. Priority is given to entries with script concept interpretations.
- Specifications for video entries:
+ Aspect ratios: 9:16, 16:9, or 1:1.
+ Recommended resolution: from 720p to 4K.
+ Maximum file size: 200Mb.
- Works may use Artificial Intelligence (AI) to support filming and editing, and improve the quality of images. Generative AI should not be used to create any animation or still image in the submitted works.

7. Rights and obligations:
7.1. Winners will receive certificates and cash prizes and be subject to income tax in line with legal regulations.
7.2. Authors are legally responsible for copyright. The Organising Committee will not be held liable for any disputes over copyright and related rights. The Organising Committee will revoke prizes, exhibition remuneration, and certificates if copyright violations are discovered in accordance with the law.
7.3. The Organising Committee has the right to use awards-winning and exhibited works for award promotion activities, without commercial purposes, and without any additional remuneration. Personal identity right belongs to the author.
Other works (excluding awards-winning and exhibited works) that are selected for the communications purposes, the using unit must reach an agreement with the author/copyright owner and provide remuneration according to regulations.

8. Jury Panel:
The Jury Panel’s members are appointed by the Chairperson of the Award Council and are announced before the judging period. The panel will evaluate entries according to the Organising Committee’s regulations.

9. Award Council:
The final results will be determined by the Award Council based on the Jury Panel’s recommendations.

10. Award: Open to Vietnamese citizens (excluding Viettel staff)
The Organising Committee will present winners with certificates and cash prizes.

10.1. Award for photo entries:
Two separate prize categories for single photos and photo series
- First prize: 01 prize worth 50 million VND.
- Second prize: 02 prizes each worth 40 million VND.
- Third prize: 03 prizes each worth 30 million VND.
- Consolation prize: 05 prizes each worth 10 million VND.
- The Jury Panel will select certain works for exhibition at the award ceremony, with authors receiving 3 million VND per exhibited work.
- The Jury Panel will decide whether to award separate prizes for single photos and photo series or combine them, depending on the quality of entries.

10.2. Prizes for video works
- First prize: 01 prize worth 50 million VND.
- Second prize: 02 prizes each worth 40 million VND.
- Third prize: 03 prizes each worth 30 million VND.
- Consolation prize: 05 prizes each worth10 million VND.
